Updated Arabic, Persian, and Urdu orthographies

- Arabic (ar), Persian (fa), and Urdu (ur) now use generic forms (bug #23004)
- Persian (fa) orthography updated to latest standards and orthographies
- Persian dialects Dari/Eastern Farsi (prs) and Western Farsi (pes) added
